In den 1920er Jahren war er am Aufbau eines deutschen Luftverkehrsnetzes als Regierungsbeauftragter wesentlich beteiligt. Durch den Versailler Vertrag waren besondere Beziehungen zwischen Deutschland und Russland entstanden, die Georg von Tschudi für die Entwicklung der DERULUFT nutzte.
